• An overview of the commission

    Lagos State Audit Service Commission (LASC) was established by Lagos State Audit Law No 7 of 2011 with the responsibility of managing the career of all Auditors in the State Public Service; including providing advice to Government on Audit policies. The aim was to create an enabling environment including autonomy Auditors in the State Public Service and in line with global practice of transparency and accountability towards the attainment of an independent public audit.

    The Commission started its official operation in 2014 and the first Commission Members were constituted on 10th March, 2014 by the former Governor of Lagos State His Excellency, Mr. Babatunde Raji Fashola (SAN) with Mrs. Oluwayomi Modupe Akinwolemiwa (2014-2015) as the first Chairman of the Commission.

    On November 2015, the former Governor of Lagos State His Excellency, Mr Akinwunmi Ambode appointed Mr. Waliu Onibon (2015-2019) as the Chairman alongside with 4 (four) seasoned technocrats to run the Affairs of the Commission. Currently, the Commission has Mrs. Oluwatoyin Adepeju Adegbuji-Onikoyi as its Chairman who was appointed in 2020 by the Executive Governor of Lagos State, Mr Babjide Olusola Sanwo-Olu.

    A need to enhance the operation of the Commission was identified, thus leading to the importance given to the Audit Law through its compilation with other Lagos State Laws in 2015 and its amendment in 2019. It was labelled CAP A13 in 2015 and some parts of it was revised and amended with effect from 2019.

    Role and membership of the commission members

    The role of the Commission Members is to provide the State Government with independent technical advice and recommendation on audit policy issues, frame works and processes. The aim is to raise standard of professional capacity of all Auditors in the State Public Service to be consistent with global practice towards the attainment of a true Independent Public Audit.

    The powers and functions of the commission

    The Audit Law No 7 Ch.A13 Laws of Lagos State of 2011, provided for the establishment of the Audit Service Commission and the Office of the Auditor-General for Lagos State and for connected purposes (Gazette No. 24 Vol. 44).
    The law was amended in 2019 and came into force in 2020. The powers and functions of the Commission include building a disciplined workforce, committed to professionalism through effective human resource management, safety of public funds and providing advice to the State Government on policy issues relating to audit matters; as well as implement Ethics and Code of Conduct for Auditors employed in the State Public Service.

    Roles and responsibilities of the commission

    The Commission’s core functions as derived from the law setting it up includes the following:

    • Managing the career path, and wellbeing of all Auditors in the State.
    • Formulation and implementation of audit service guidelines.
    • Advising the State Government on policy issues relating to audit matters.
    • Advising the Governor on need to provide welfare for audit personnel.
    • Implementation of ethics and code of conduct for audit personnel
    • Implementation of Government policies on audit matters.
    • Recruitment, appointment, confirmation, promotion, transfer and exit of persons employed by the Commission.
    • Dismiss and exercise disciplinary control over its personnel including all Auditors.
